Poli-Ticked-Off: Constitutional Amendment 2.1
CONFESSION:
As a resident and native New Yorker, and devout news junkie, I shall now confess. After viewing and listening to four consecutive weeks of NYC, Toronto, US and international news following the shooting of children in Connecticut, I have come to a conclusion for what should be done about the Yankee and his Gun:
The Second Amendment of the US Constitution must be Repealed as quickly as humanly possible.
This is an archaic instrument, created to assuage the hard-core and the fearful at a time and in the face of dangers unseen in at least a century.
For example, the United States is no longer under the direct threat of any superpower that matters. Its place has been reversed in the world, and it is now the bully on the block. Not the kind of bully that hangs around, makes himself at home and steals your lunch. No, more the kind of bully that rumbles into the neighbourhood, shoots out some windows, drinks up your beer and then goes home. The United States is such a Marauder-style Empire, one which makes great changes in its wake. But rarely stays.
Marauders should have never thought about fighting the Afghans, but then every empire makes this mistake. Some, like England, learn. But I digress:
A change must then be made to the Constitution, which I shall hereinafter call Amendment 2.1.
Before such an Amendment could be thought about, this time of chaos must end. The Amerikan must realize that he is no longer living in a limitless land. This was a mistake made by the Chinese.
The guns have to come out from the back-streets and dusty basements. A Pax Vivendum must be created, when everything and everyone can settle down. Someone Universally Trusted by the People, a personage similar to but not necessarily Oprah Winfrey for example, should be placed in charge of a federal buy-back programme to remove all the garbage guns.
If you want to collect historical weapons, or use them for hunting or actual life-protection, then fine. We can ratify the next Amendment number in the order, and then declare this the New Law. Everybody can start from scratch and MAYBE we'll have a saner, safer country that I'd want to live in.
This is my suggestion:

WHEREAS it was stated in Amendment II that "a well-maintained militia" is essential to Safety of the Republic, Each State, County and/or Magistrate must thereby keep, fund and properly maintain a Civilian Militia consisting of Registered Gun Owners. Each Militia will be organised like a National Guard Reserve outpost, immediately answerable to the President in event of any Emergency affecting public defence, health and/or safety.
ALL WHO KEEP AND BEAR ARMS are to be considered eligible to be called into active military duty in such a Militia at any time, upon orders given by the President, the Respective State Governor, Magistrate and/or Mayor of the zone in question.
EVERYONE currently owning a weapon {whether licensed or not at the time this measure is enacted} shall be required to undergo a criminal identity match and scan.
A High-SChool Diploma or better, and being over the legal voting age shall be pre-requisites for any of the following:
THOSE WHO PASS this scan must then take a two-part examination, like the type taken for a driver's license, or any other kind of license. There will then be a written test for an individual's knowledge of local laws, first-aid, mathematics and basic geometry.
Those who pass this test shall undergo a field test that will determine the knowledge of their weapon(s), their capabilities and the capabilities and common sense of the Applicant. This evaluation will be the same kind of test that must have already been taken and passed by all police, fire and emergency service officers.
ONLY THOSE WHO PASS BOTH TESTS shall be eligible for Any kind of Firearms License thereafter.
Prior Military history or experience SHALL NEVER be considered sufficient excuse to flout or bypass this regulation, on pain of the permanent revocation of any right to bear arms.
